When you purchase rights to the beat it usually comes with whatever hook is on it. The hook most likely will have a few versions of it, including a couple samples, It increases the producers chance on the album. All the artist does is listen to how it works and if so go for it.

How do they get samples? Buy buying vinyl records or "digging in the crates", RZA, Madlib, Dr Dre, Kanye and J Dilla are the best producers when it comes to this, imo

The vast majority of non Southern hip hop beats will have a sample taken from somewhere
