Pac didnt have the skills to be the 'GOAT'..
He had the emotion, delivery, and started a movement in his generation, and for that he'll be in my top 10/15.. But as far as rhyming, Pun and L ran circles around the dude..

And as far as Jay falling off, he's still sick, a decade after making classics, that's something special. I mean some of the songs on BP3 were disappointing, but some were fuckin' dope as hell. Pac got a bullet in his chest before he had time to fall off, but with the way that guy was mentally at the time of his death.. He would've done a Kanye lol
