He looks bad in that interview because the light is terrible and the camera is very close.I see nothing wrong in his speech.
sometimes he seems tired ,but it´s nothing new,maybe the guy has trouble to sleep without the pills.
About the eye twitch I think is better now,a friend of mine also has it and the doctor said it was because too much caffeine,I always see pics of em with red Bull and coke..anyways is nothing new.
