Eminem is TECHNICALLY the better rapper in terms of lyrical skills, flow, wordplay, multi-syllable rhyming but Tupac was also very talented in all of these categories, it's not just how good you can rap, it's also WHAT you rap about.

I personally didn't like the production they did with Pac's Life and all of the unnecessary guest features by awful rappers but the album had some great 2Pac verses.
