I think general hip hop consensus wise, the following are in it.

Nas - Illmatic
Public Enemy - It Takes a Nation of Millions to Hold Us Back
Eric B. & Rakim - Paid in Full
Wu-Tang Clan - Enter the Wu-Tang (36 Chambers)
Dr. Dre - The Chronic

Those 5 would easily make most hip hop historians lists.

After that is a lot of arguments, debate and confusion.
The New York Times - "Lloyd Banks may have stealthily become the most important rapper in New York".
