I think R2 was all just a publicity stunt made by Interscope.
I think their whole plan for Eminem was to make a horrorcore album for a comeback to confuse the masses into thinking that he fell off and then 1 year later put out an album full of emotional songs....Genius.
I kind of had a theory about this when I first heard that 2 albums were announced.

Nah, Relapse 2 definitely existed. Hence Refill. I doubt they'd lie all that time about it, I think the name Recovery just popped up out of nowhere and made me sense, so they changed the name to that instead of Relapse 2

I'm pretty sure they knew they were going to have a different name for the album, they just didn't want to announce it until the album was fully completed.
When Eminem announced that Relapse 2 was going to be more emotional driven, that's when I knew for sure that they were going to change the album title....They just waited for the right time.
