The worst rapper of all time is an unknown, obviously. 
The worst rapper to get paid for it is probably Bizarre. Soulja Boy maybe not have much skills, but he's able to use the little skill he does have to make hit singles and money. As shallow as that may seem, even some good rappers struggle to have that ability.
