No. Go look up the lyrics to the first verse of Syllables. He's criticizing the audience, not the rappers. He's not saying anything about himself or anybody else as a rapper, he's saying that no listeners pay attention to anything other than the beat and hook. He's not calling anybody a poor lyricist.
Inversely saying there's not enough good lyricists in rap. Too many songs with just good beats and hook. He's pretty much criticising rap music.
That seems to reminds me of a song from that time period - ah yeah, 'Smack That', featuring, um,... ah, yeah, Eminem.
Fucking 50 Cent is on this song btw -the same 50 Cent who's got through his career on hooks. and production
