Quick Question

I want to make a icon but anytime i try uploading a picture its like way to big. so many people have pictures but any google image is way bigger than 120x140. how do u guys make ur icon uploads fit?

i do this highly advanced maneuver called "image resize"
and make it smaller with such hard to find programs like
photoshop
paintshop
fireworks
