I don't think it's fair to talk about cities. I doubt all of the people who rep Philly and NYC actually grew up in the city.

You gotta mention the Fresh Prince in terms of Philly rap too. Whatever your opinions of him, his start in hip hop was phenomenal and Philly can hold the claim to him being the first rapper to win a Grammy. That's a big achievement for Philly. Then there's the likes of Eve, Schooly D, Lisa Left Eye Lopes and Chiddy Bang to consider too.

I think LA tops Philly though, and by some distance in terms of overall quality that has come from that area.

New York dominates all though. A borough like Queens beats almost every city.
