Pretty much what ThomasJ said.

I don't think it's underrated at all, I think it is what it is - a very good album. And it does seem harsh when (using my list as a basis) you see it as towards the bottom of the list when you compile Outkast's discography up, but all that does is just speak volumes about the greatness of Outkast's other work.

Why I like other Outkast albums more than it? Because it doesn't capture the imagination the way their albums after it did, some of it sounds like it had no place on the album and the style of the album is a bit locked in, in other words, in works after they incorporated different styles in their music.
