That wouldn't happen because: Currently it's dealt with by a Mod, and when (if) that person decides to quit, there's a list of people that will be up for moderation (long-time dedicated members). It takes a lot of contributions to become a staff member, and since I'm back as Admin now, there won't be an extreme demand for moderators since Admins & Global Mods handle most of the bans/bots/etc.

To answer your first question specifically, the owner is Tony, but he rarely posts, and rarely makes staff decisions. The person to talk to would be Emadyville. But, like I said, I wouldn't expect to become a Mod if I were you. You're a fairly new member and you haven't really contributed anything or shown that you're worthy of the position.
