I'd say he rapped pretty fast on a few tracks pre,during and post-Recovery so I think he's been in that phase for a bit. However, I think it's kind of hard to judge cuz despite all the leaks, we still don't have much official releases to determine, but lets think of the fast raps he's had in late 2009 and throughout 2010/11:

Yeah.. It was something along the lines of back when he was younger (Soul Intent) he used to think rapping fast made you good or equals skill.. But he learned better and it wasn't the case.
