As an American--one living in the Bible belt, no less--I must say that it is sort of strange to see how people are acting.
I can understand the feeling of victory, sure. He was considered the mastermind behind the most tragic single event to happen to the nation since Pearl Harbor. He symbolized the most frightening threat to the country that most citizens have ever conceived--an enemy that isn't centrally located, and that can strike at any time, leaving us without any sound course of retaliation.
So, it does make sense that people would feel like it was a good thing that happened. The problem is that not nearly enough people are questioning that feeling. We haven't beat terrorism. We haven't even learned from our mistakes. The Reagan administration did practically the same thing that we are doing now when they trained Bin Laden. It's the American way.
I will say that, for me, it's important to note that Bin Laden was the face of the Muslim world for many (ignorant) people in this country. He was the guy that came to mind when Islam was mentioned. It's perfectly fine for people to walk around with shirts that read "Death to Muslim Terrorists" where I live. Not secular or Judeo-Christian terrorists, just the Muslim ones. Bin Laden was the guy these people thought of when Islam was mentioned.
Now Bin Laden is dead, and I think that's a cause for celebration in the Muslim world. This man brought more hatred to them than anyone else could have. He set them up to be targeted by ignorance and racism. He gave every backwards politician the ammunition to use against the overwhelming majority of peaceful Muslims. Now he is gone. That doesn't mean that the racism will stop, but it is certainly something to take solace in.
It's not a time to party, it's a time to reflect. That's my take on it.
