i hope things are balanced though. in Oblivion it was plainly obvious that Blade weapons was the way to go (for melee) because all the best weapons were swords. also, in Fallout i didn't like that certain attributes were so much more important than others that all my characters were identical. i.e. i did everything i could to make sure i could kill everybody in VATS because that was the best method for anything. no other build was useful for me.
so basically, i want it so that no matter how you build you character, it will be worth it. a plus side to every build that would make it worth while to build that way.
Yeah, Fallout did lean a lot towards the VATS system, eliminating core mechanics normally necessary in shooters.
Well, as far as I can tell (from the HUGE Skyrim spread in Playstation Magazine), Skyrim improves on every aspect of both games, and is confirmed to be larger in scale (and content) than Oblivion. It actually has more lines of recorded dialog, and different voice actors. More towns, better, larger and more eventful dungeons (like ones that initiate stories), and amazing quest system that will most likely make it hard to finish the main... and best of all, they promise over 300 hours of gameplay if you expect to complete every quest and every dungeon (over 120 dungeons, with the medium sized ones being bigger than some of Oblivions larger ones).
