“Pipe down!” means “be quiet!”, though to a meth addict it might mean “put the pipe (as in drug paraphernalia) down”. Neither one is likely to happen

Look at it this way. If you were to yell "Pipe Down!" to Eminem or a Meth Head they would both refuse, because Em doesn't want to be quiet and a meth head doesn't want to put the pipe down and stop smoking.
