Yeah he did write dres verse and that's why you can't say dre outperformed him on it. Dre has good delivery on it and I think it's the best verse of the song, but it was a joint effort. Em definitely deserves some if not most of the credit for it.

but in all seriousness, (i'ma keep it short) eminem got proof on the technical side of the lyrics. cause delivery wise and flow wise they were pretty much on the same level. eminem had this fluid poetry motion going on and proof this vivid story (love the "The football jocks is, spittin on him

em had better and more consistent rhymes throughout his verse while keeping the core story unaffected and thats actually the reason why proof didn't completely and utterly destroy revelations.

moral to the story: you can prefer someones verse over the other.. but you shouldn't over exaggerate just to get your point across.

After various listens,Em murdered "Loud Noises" flow was sick and rhyming was top notch,and some great funny lines,Royce was meh,Joell's was good but he kinda gibberish-ed half the verse,budden's fast flow was badly executed and i wanted to slap crooked because if he slowed down and went with his signature flashy flow then he would took it
