Yes. You actually explained it well yourself. You can have a favorite song that sounds the best TO YOU (mine would be 25 To Life for Recovery) but it may actually not be the best song (like Going Through Changes). I can recognize GTC as arguably the best song on the album, though I don't listen to it very often and it's not my favorite.
