Because he was smart enough to sell himself to the Juggalo audience when he realized regular rap fans were all laughing at him. That whole culture was formed around ICP, and ICP is a group that was always all Shock Value/No rap skill. Bizarre fits right in with them, nobody cares if he runs out of breath or sounds like shit live so long as he remembers to drop a line about raping his grandmother.
