There's still good and bad acting.
You could give Keanu Reeves a movie about his life and he'd still be awful; because he delivers lines in a wooden way, he's flat, hollow, lacks charisma, screen presence and conviction... he ACTS unrealistically, Eminem acts realistically - doesn't mater what the subject-matter is, he's still delivering lines which aren't thoughts from his head, and acting convincingly.

I dont wanna see his dead unemotional face for an hour. 8 mile was cool to watch, no doubt, but take a look at his episode in "The Wash", is it good acting? Fuck no. It was funny to see, but as for acting itself it was below average.

"Quite bad" and "at times" and then going on to say he ultimately convinces and feels compelling in some way is rather different than saying 'he's a bad actor', and no the Em analogy doesn't work as I said Bale has bad elements to his acting but is ultimately compelling... that's way different than saying he has some bad performances and some great ones. I'm saying he's got those bad elements all the time, mostly what I'm speaking of is over-acting... a better analogy would be Kanye West, and saying his lyrics and rapping are fairly shitty but he has his moments and the end result is always great.
Compared to Em where as when he's great, he's just basically all great - the flaws are so minor that they near don't exist; this is the kind of solid feel I get from performances by Norton, De Niro, Pacino... not from Bale. He's like a Kanye; slightly wacko genius who pulls it off most of the time.

Sorry but "quite a bad actor" whether or not you said "at times" is just plain wrong and sounds quite ignorant. He is never "quite a bad actor".
That IS like saying Eminem is quite a bad rapper at times. But guess what, everyone (including Eminem and Robert DeNiro) has given less than 100% at some stage in their lives. However, unlike you, I do not believe Bale's great performances have any flaws at all. I would very comfortably place him along side the likes of Edward Norton. That is why I think the analogy works (and after all it is all subjective, your opinion [though well argued] is not fact). Bale has had enough flawless performances to call him a fantastic actor.
