Well seeing as how Hip Hop is highly regional, and defines shit like East Coast, West Coast, Midwest, The South. I'd say yeah it is, loll. New Jersey and NY are pretty much exactly the same soundwise and lyricism wise same for Conneticut (where Apathy's from but sounds as vintage NY Hip hop as can be) , as opposed to to other regions. And you're nitpicking my statement I'm not gonna say NY and Philly are exactly the same cause they both have an established set of hip hop artists, whereas NJ is like NY's little brother.
