I'm not saying Recovery is a classic, or that it will magically become a classic after the next album drops.
I'm just saying that some people will consider it that, and its rank in people's opinions will rise.
And this will happen exactly the same way it happened with Relapse.
People will focus on the flaws of the new album, they will notice how they aren't present on Recovery (it happened with the screaming, yelling etc in the Recovery-Relapse comparison case) and they will pay more attention to the pros of Recovery, hence rating it higher in their personal "Eminem album chart".
That's what happened with Relapse. After people saw he wasn't going to rap with an accent for the rest of his carreer, they started appreciating it, and even missing it, because he dropped it. Same thing happened with the beats. People started appreciating Relapse because of the amazing production, because Recovery's wasn't as good (it's bad actually). But they didn't realize it until Recovery, because since then Em had always had flawless production on his albums. Even on Encore. Hell, even on The Re-Up.
