Lol... That's the joke. The person says they're gonna do a knock knock joke and then the other person wants to hear it. The first person then says that the other person has to start it. The second person starts it and the first person replies. This most likely will throw off the other person. Basically it's just twisting a joke around to throw the other person off guard lol
