Wouldnt the sect of fans who love the album have to consider it to be a classic for it to be a cult classic?

Not necessarily. Cult classics and classics in general have differing definitions. Classics tend to be something that are game changers, damn near perfect, and there is some sort of general consensus on their classic status.
Relapse is definitely not a definitive hip-hop classic like Illmatic or the Chronic, and due to the commercial/critical success of those albums, it prevents them from being deemed a cult classic.

The production is probably my 2nd favorite after MMLP, Dre did his thing.
I loved this album from the very first listen and still do, I never cared for anyone's opinion.
