Encore has a better narratuve structure than Recovery does.

If you mean what I think you mean then it also has a better narrative structure than the majority of his discography.

What i meant was:

Encore = a story arc
Recovery = mixtape-ish

It's the easiest thing in the world to have a story arc in a couple skits, where you don't have to rhyme your story.

There's no story arc in the actual Encore songs, so it's a non-factor when comparing the two albums.
