photo manipulation is what its called , the only way i know how to do it make the pic grey abd the eyes a bright colour......and thats done with zooming in and using a small brush then gradient effects, but search for photo manipulation tuts and itll tell you

The way I did it on the second TRshady.com design (who can think back that far?) was to select the eye using the circular selection tool, then subtract the pupil petrol open the hue panel and changing the color/saturation from there.
