It's usual obligation in Estonia. If you are 18-26 year old and healthy, You must go.
But most guys avoids army or they are unhealthy.

Well no, some people simply don't want to join the army. Some people don't want to take the risk of getting killed, and plus, most of them over here just get sent to Iraq or Afghanistan. They should leave the army for those who want to do it.
