Press "d" to get default colours
Filter > Render > Clouds
Filter > Render > Difference Clouds
Click Cntrl + F until you like it.
Duplicate Layer (Cntrl + J)
With the new layer go Filter > Artistic > Poster Edges
EDIT: Make the settings: Thickness 2, Int. 1, Position 2
*Set layer mode to linear dodge*
Merge Down (Ctrl + E)
Duplicate Layer
With this go to Filter > Distort > Polar Coordinates, set it to Polar To Rectangular
*Set layer mode to soft light*
Merge Down
Duplicate Layer
Filter > Distort > Zig-Zag, Amount: 25, Ridges: 6, and click around center.
*Set layer mode to overlay*
Duplicate Layer
Filter > Distort > Wave, check the randomize button
*Set layer mode to lighten*
Merge Down
Cntrl + U, check Colorize and play with the Hue, and Saturation.
