I actually look at it like a Pac tribute, but made into a song. If you know what I mean by that....
unlike where Jay-Z just straight up steals and bites Pac and Big lines.
Plus Nate fucked with Pac, and like you said, he's a hook genius and specializes in that, so he tore it up, and Fab put the finishing touches, with nice, thought out rhymes on that one.

it was something different, and a nice single..Not just some club, poppy bullshit song like Souljah Boy might do, but had a swag to it. Plus, another story I got is that Clue told fab to work his flow like that in the song. What I'm talkin 'bout specifically is that Clue told Fab before finishing up the song, to work the flow to have one word, then a pause in the flow, then two more words, and so on and so on throughout the song...example cause it's hard to explain on the net

Ok so the flow wasn't 1-2 like, but Clue structured it like that...I thought that was some dope shit, when the song came out, and to hear that Clue would put it out like that for his homie.
