iTunes apps work just like music. The store is refreshed at midnight eastern, so it should be available in a couple of hours (unless they set a specific time for it to be released). But that's if the game has been accepted already. Apple has a very strict and long approval process for apps and games, so unless they submitted the game a few weeks ago, then it may not be released on the 19th. For the countries where it already May 19th, the game should be available.
