So here's my thing. When people say HOTTEST do they mean BEST or MOST POPULAR? If they mean best then it's Eminem or Jay (cuz thus far I've liked both of Jay's singles more than We Made You and Old Times Sake, though 3 AM was tight), but if they mean most popular I'd have to go with TI. Everything that dude has touched in the past year has been a fucking hit. When's the last time an artist had the #1 and #2 song on the billboards and then had another #1 hit later on in the year. Not to mention his songs that came out last summer still get mad air time. Idk wtf anyone means by Budden cuz he isn't the best, nor is he the most popular.

There is no limit to amount of votes per person. You can vote as many times as you want. Most contests like this, where you don't have to create a profile or sign up for anything, allows you to vote infinite times.
