What else do you look to to determine if a rapper is a top 5 of all time or a top 50?
I know that everyones taste is different. But what is the general consensus.

No matter if you admit or deny it, every listener will sub-consciously like a rapper more if the production is better. Some of the dope underground MCs got crazy multies, but they got coarse beats, so they're overall music isn't as satisfying... It's a pretty sad thing in hip hop how people judge music, but that's how it is.
I personally believe that instead of saying a particular rap album is by Insert Artist, it should have the name of the rapper AND the executive producer on the front, so the proper credits are given. Putting the production credits in the booklet doesn't give enough kudos to the people behind the boards.
This is the order I judge an MC in from most important to least important...
1. Flow/Voice
If a rapper got a whack voice and a choppy flow, who the hell can listen past the minute mark?
2. Lyrical Content/Complexity
Despite having good flow, to balance it out, a good MC must have interesting topics to cover or the repetitiveness of the entire game will just bore the listener. And there should be decent rhymes as well. (Internal Rhyming, Multi-syllabic Rhyming, ABA Rhyme Schemes, ect.)
3. Delivery
Some songs just start out with a bang and the delivery of the rapper immediately grasps your attention. For example, like it or not, Lil Wayne, admittedly, has excellent delivery although lacks the grasp in lyrics and flow at times. Delivery means how you execute your rhymes with your voice. It's not the same as how you "ride the beat" or "flow".
Production is naturally included with Flow, because without a good beat, the song won't be as great.
