Yes, "No Apologies", at least the first verse, was written in 2002. Eminem "freestyled" the first verse on a show on BET, around the time of The Eminem Show / 8 Mile. Here is the video ::

Somehow, I always thought 'No Apologies' was written by "old-Eminem", because around the time of The Re-Up, he was widely considered to have "fallen off" & this song was (is) pretty dope. By his delivery & voice, you can tell that it was recorded around 2004-06 though. I personally think that this is the last "old Em" song...

So how did he just magically switch on the "earlier delivery style?" He was pilled out of his mind. He hadn't recorded anything that sounded like that since TES/8 Mile.
