How exactly do you measure rap in terms of greatness? It's ridiculous to suggest you can. There are so many parts of rap. Eminen can't rap off the top of his head very well, should that subtract from his overall "rap score"? lol
GOAT rappe is rapper who makes the best rap songs, obviously. Like the best rock band is the Beatles, not because they have the voice of angels each with perfect pitch, or because they could play their instruments better than ANYONE. Oh their a rock band though so I suppose they "rocked" the hardest...? lol

Rap is an element within the music/sport... rap does not = music.
You can rap with no beat, so how is that synonymous with music?
How do you 'measure' the best music? You do it in the same way of defining and analyzing elements of subjective taste, it's the same game. So to say it's ridiculous to be able to measure the greatness of rapping is no different than saying it's ridiculous to be able to measure the greatness of music.
In fact it's easier to define greatness of rapping (rhymes, complexity of flow) than it is the greatness of music. Because a lot of great music can be simplistic... where as not that much great rap is simplistic, rap by its very nature is usually judged (by hip-hop fans) by complexity of some kind.
Kanye is not the best rapper ever or one of the best because he doesn't rap the best or close to the best... has he made some of the best music in hip-hop? Yes. I think then it'd be more appropriate to call him one of the GOAT hip-hop artists.
But calling him one of the GOAT rappers doesn't make sense.
