His company still is bigger than Shady Records and is more productive as well. His influence is much greater than Eminem's as well.
When Eminem released his albums, were any rappers adopting his style? No.
When Jay-Z popularized the Mafioso theme of rap, were rappers adopting? Very much yes.
His influence is still very very apparent today, in a bad way, though, sadly.
And still as of today, more rap artists look up to Jay-Z as a bigger figure in the rap game. Don't get me wrong; Eminem is humongous, but he just came back from a 5-year break. He's not fresh in minds...

I know who started it, I'm saying who popularized it. When Kool G Rap started it, it wasn't until several years later with Raekwon until people knew about that shit.
